Draft Connecticut Clean Hydrogen Roadmap

The 2024 Connecticut Clean Hydrogen Roadmap was prepared by ENGIE Impact under the coordination of the CT Department of Energy and Environmental Protection (DEEP). It was designed to assess the potential role of hydrogen in helping the state realize its ambitious climate objectives.

Connecticut's Clean Hydrogen Roadmap sets the stage for the state to lead in the transition to a clean hydrogen economy, merging its strengths in hydrogen technology and ambitious decarbonization goals. The roadmap outlines a strategic path to scale clean hydrogen production, primarily through electrolysis, while also identifying policy recommendations, pilot projects, and programs that align with state climate objectives. Key statewide goals include reducing carbon emissions, advancing net-zero supply chains, and ensuring that hydrogen infrastructure is developed with equity, reliability, and resilience in mind.


Despite its high electricity costs, Connecticut's ample water resources make it a viable location for electrolytic hydrogen production. The roadmap projects that hydrogen will play a crucial role in hard-to-electrify sectors like heavy-duty trucking, long-duration energy storage, and aviation, contributing significantly to decarbonization. However, the state's hydrogen adoption will depend on addressing barriers like affordability and infrastructure availability, with potential investments nearing $5 billion by 2040. The report also emphasizes the need for a just and equitable energy transition, ensuring hydrogen's benefits are accessible to all communities, especially those historically burdened by environmental challenges.
